On 18 November, the Ministry of Agriculture and Rural Development and the Ministry of Foreign Affairs jointly held the Asia-Europe Meeting (ASEM) High-Level Meeting on Disaster Prevention and Relief in Response to Climate Change. The conference attracted the participation of more than 120 delegates from ASEM members, experts from UN agencies, ambassadors of ASEM members and relevant agencies of Viet Nam.

The meeting is part of an initiative proposed by Prime Minister Nguyen Tan Dung at the ASEM 9th Summit held in Vientiane (Laos) in 2012.This initiative was co- sonsored by the Philippines, Laos , Indonesia, Denmark, Germany, the Netherlands, the European Union and Pakistan. Minh called on all 51 members of ASEM to focus on applying different models to combat the effects of disasters and establish a permanent ASEM initiative. He also called on member countries to create a network of centres and institutes to improve warning systems for natural disasters. At the same time, the proposed measures from ASEM should have a specific action plan in deploying “UN’s Hyogo Framework “.

During the two-day meeting (on 18/11 and 19/11), there were four sessions exchanging and proposing opportunities of ASEM cooperation in response to climate change and disaster risk reduction.

Recommendations of this meeting were reported to the 10th ASEM Summit in October 2014 in Italy and the ASEM Senior Officials Meeting in Brussels, Belgium on April 2014.
